Real World
Memo from Kaye Henderson, Secretary of the Florida Department of Transportation from 1987-1990.

"As Secretary, I inherited a system of selecting design professionals on the basis of competitive bidding. The results were uniformly negative. Price-based selections for design services don’t work. It didn’t work for the public, the agency administrators, contract managers or even office holders."
Just the Faqs
Q. How does QBS work?
A. The specific details may vary slightly throughout the country, but the Brooks Architect-Engineering Act of 1972, which mandates QBS for all architectural and engineering services procured by the federal government, is the model for most QBS programs.

For more information please refer to the Process section of the NYSQBS website.
Quotables
Our experience with the QBS process has resulted in the best design solutions with better plans and specifications resulting in high quality bid documents that are cost-effective, yielding lower overall project costs, minimizing delays, litigation, and cost overruns.
